Hartmut Rauen, Deputy Executive Director of the VDMA: Automotive Package is a missed opportunity
"In principle, we welcome the move towards technological neutrality. However, yesterday's very detail-oriented proposals from the EU Commission make it difficult to assess the concrete effects. If the EU refrains from setting a legislative framework this more than tense economic climate and engages in micromanagement, it is clear that it will only be paying lip service to reducing bureaucracy."
"Linking the CO2 fleet targets with European green steel or renewable fuels sounds good in theory, as this could help the steel and fuel industry with the necessary market ramp-up. But yet again, less is more! Instead of offering manufacturers real flexibility, the Commission once again relies on extremely detailed requirements. In addition, the actual usability and effect of an upper limit set at 7 percentage points for green steel and 3 percentage points for renewable fuels is yet uncertain."
"We reject the draft 'Clean Corporate Vehicles Regulation' as it undermines the already insufficient technological openness of the announced CO2 fleet regulation. Such a regulation would affect a large number of companies - including in mechanical and plant engineering - create additional bureaucracy and lead to competitive disadvantages at international level. The Commission would be better off relying on its own market-based instruments (ETS)."
"The clearest market framework and transformation pressure in the transport sector will come from the upcoming Emissions Trading Scheme 2. However, the recent decision to postpone it by one year and negative comments from member states cast doubts on its sustainable price development and impact. The Commission, Council and Parliament should urgently provide clarity and thus put investment decisions in climate-friendly mobility on a more stable footing."
