Regulation on Packaging and Packaging Waste (PPWR) - Part 2

The seminar Regulation on Packaging and Packaging Waste (PPWR) - Part 2 took place 23.10.2025.

Legislation on packaging and packaging waste in Europe is a key element of EU environmental policy, which aims to minimize the environmental impact of packaging waste. As part of this ongoing effort, a preliminary agreement between the Council and the European Parliament was reached on March 4, 2024. This agreement reflects the shared commitments and objectives of these two key EU institutions in improving packaging waste management and strengthening the circular economy.

After reaching this preliminary agreement, it was subsequently approved by both the Council and the European Parliament's Committee on the Environment (ENVI). This step marks significant progress in the legislative process, allowing for the implementation of new and stricter rules in the field of packaging and packaging waste.

The impacts of this new legislation are extensive. Manufacturers, retailers, and consumers will have to adopt new ways of handling packaging, which will lead to innovations in packaging design, a higher share of recyclable materials, and improvements in collection and recycling systems across the EU. This legislation also supports the transition to more sustainable consumer habits and business models, which will contribute to environmental protection and the support of a circular economy.

By incorporating these new rules and targets into EU legislation, it is expected that member states will make significant progress in reducing the amount of packaging waste that ends up in landfills or incinerators and will increase the efficiency of recycling processes. This legislation is a key step towards achieving the EU's long-term sustainability and environmental protection goals.
